Agent Harlan was a S.H.I.E.L.D. agent who was the principal coordinator of "Operation: Flying Blind."
Agent Harlan used technology to reprogram Daredevil's mind so that he no longer remembered his old life, but thought he was a French man named Laurent LeVasseur. Operation: Flying Blind even restored Matt Murdock's sight temporarily.
The purpose of sending Daredevil undercover was to prevent a plot by the Kingpin to organize a criminal empire under his control within Europe, partially by selling a list of all undercover agents in the region to local crimelords.
Unfortunately, before Agent Harlan could work with Daredevil's new identity, Agent Harlan was killed by the Kingpin's people, leaving Daredevil somewhat adrift in Europe with a new identity and no direction. Another SHIELD agent (Tia Senyaka), tried to take over for Harlan, but nobody else really knew the details of this top-secret project.
