Summary of Hardware #47 (Jan. 1997), from now-defunct webpage at http://milestone.luthor.com/comics_detail.asp?ID=179&:

Seven Pallaton resolves a crisis situation involving an "America Rights" militia group. Static informs Hardware that his friend Damon Briggs (D-Struct) is back in Dakota. He asks if Hardware can give him a job so he will stay on the straight and narrow. Hardware says to call Curtis Metcalf. We see a mysterious figure named Tyrant tracking the progress of both Hardware and Pallaton. He is planning a takeover of Dakota. Damon Briggs has a successful first day at Hard Co. as he bumps into Curtis. We see EDWIN interrupt Curtis to confront him on his sordid personal life. Curtis gets fed up and leaves to be Hardware. Damon is confronted by COVERT on his way home. He is saved by Hardware as he takes out the COVERT agents. Then the agent Scrapmetal shows up to put a wrench into the action.
