Summary of Static #15 (Sep. 1994), from now-defunct webpage at http://milestone.luthor.com/comics_detail.asp?ID=243&:

Virgil gets in a argument with his friends over the comic book that they are righting. Static takes down a petty drug dealer named Tony D. Static comes across a problem as Tony D is more popular in the hood than Static is. Virgil gets an idea from Rick to try to become more of a role model. Static's first attempt at becoming a role model fails miserably. Virgil then discusses the problem with Frieda. Static tries to show a tougher, grimmer side to get the kids attention. A child gets hurt in the crossfire though and this shows one more problem with being a superhero.
