David was a child who was experimented on in by the Next Men project. He did indeed gain super powers because of the project (agility, healing, super sight), but he was regarded as a project failure because the procedure left him grotesquely deformed.

In John Byrne's Next Men (vol. 1) #4, Bethany and Jasmine of the Next Men encountered David, and thus realized that there were other surviving subjects of the project aside from their group of five Next Men.
