Zobra, a member of the Ulla race, "created" the strange ray gun that turned human Ace Arn into "Ultra, the Multi-Alien" by combining the powers and features of four different aliens into one being.
Later (in Stars and S.T.R.I.P.E. #6), it was revealed that Zobra didn't create the gun at all. He took credit for its creation, but the gun was apparently actually created by Pozer of the Laroonian race.
