William H. Berry is the head of the Board of Education. He has decided to ban Mother Goose rhymes from schools because he believes they are a bad influence on children. Then he is visited by Mother Goose herself, who transforms him into a boy and takes him on a tour through her domain, to prove he is wrong.

Fred Clark portrays the adult William H. Berry. Child actor Stuart Getz plays the character when he is transformed into a young boy (called "Billy" in the show).
