"Counter Force" (also known as the "Avengers Resistance" was a team of heroes who split from the official government-sponsored super-hero organization known as The Initiative in disgust at the direction new national security chief Norman Osborn was taking the organization.

The membership of Counter Force was mostly comprised of former members of the "New Warriors" who were also students and staffers at Initiative training facility Camp Hammond.

Counter Force opposed Norman Osborn's "Dark Reign," which finally ended when Osborn was forced out of his position.
