The elite leaders of the Hellfire Club were known as the "Council of the Chosen." The Council members were economically and politically powerful humans. The Council of the Chosen was somewhat anti-mutant. They were a major sponsor of Steven Lang's Project Armageddon, which was tasked with researching why mutants exist.
Sebastian Shaw, a mutant, along with a small handful of other mutants, overthrew the Hellfire Club and wrested control of it. Shaw re-organized the Council of the Chosen as the Hellfire Club's Inner Circle, a group which consisted almost entirely of mutants.
