Cobra is the villainous international terrorist organization which is the arch-nemesis of the G.I. Joe military force. Cobra = first appeared as part of the "G.I. Joe: A Real American Hero" toy line released by Hasbro in 1982. Cobra and Cobra Commander were created by Marvel Comics Archie Goodwin, after Marvel editor-in-chief Jim Shooter suggested that the G.I. Joe team should fight terrorists.
