Cynthiana, Kentucky is a real town and The City of Cynthiana Police Department is a real police department. This police department is featured prominently in the first issue of The Walking Dead comic book series and TV series.
In The Walking Dead #1, the issue opens up on the first page with Rick Grimes and Shane Walsh, active officers with the Cynthiana Police Department, engaged in a shoot-out with an unnamed criminal. Rick is shot, and on the next page he wakes up in a hospital, having been unconscious during the zombie outbreak which is central to this series.
Pages 15 through 20 of this issue take place in the headquarters of the Cynthiana Police Department. Rick takes Morgan Jones and Morgan's son Duane there in order to get guns, ammunition, and vehicles. The "Cynthiana Police Department" sign is seen over the entrance to the building in panel 1 on page 15.
On pages 20 through 24 (the last page of the issue), Rick Jones drives a Cynthiana Police Department police car on his way from Cynthiana to Atlanta, where he hopes to find his wife and son. On the first two pages of issue #2, Rick finally has to abandon this police vehicle when he runs out of gas.
Rick continues to wear his Cynthiana Police Department uniform for many issues as the series begins, but he can't really be said to be acting officially as an employee of the Cynthiana Police Department after the first issue.
