In Captain America (vol. 1) #231, Captain America made his way from a secret SHIELD base to his New York City apartment, by way of leaping on rooftops. a mysterious stranger cloaked in shadows saw him. The stranger watched Cap in silence and then used a radio (which looked like a "walkie-talkie") to contact the people he worked for (or the group he belonged to?). The stranger said: "I've spotted our target, the so-called Captain America! Will continue to monitor his movements until it is time to strike -- in the name of the Brotherhood!"
