In Captain America (vol. 1) #s 231 and 232, a mysterious stranger is seen in the shadows, observing Captain America near and in Cap's apartment building. The stranger reports in via hand-held radio to "the Brotherood." In Captain America #233, the stranger is seen in Captain America's apartment. The stalker holds in his hand a list.

The shadowed stranger says to himself: "We will meet soon, Captain America! I've been a long time tracking you down--eliminating the possible identities -- but it'll all be worth it! Once I get my... hands on you... you'll think your present opponents were pushovers!"

The list the stranger holds in his hand is apparently a list of other people who he thought might be Captain America's secret identity. All of the names on the list are crossed off, except for "Steve Rogers" (which is the top name on the list).
