Albert was an old friend of drug lord Rafael Mendez. Albert worked for the United States government as an intelligence officer.

Rafael wanted to keep his son Tito Mendez out of his illegal business, so he went to a lot of effort to keep Tito away from his illegal activities. Rafael bribed Albert (with a substantial sum of money) to get his son Tito a job working in the federal intelligence program as well.

Albert is seen in a flashback as well as in the contemporary time frame in Marvel Team-Up (vol. 2) #5 (Jan. 1998), a story which details the history of Tito Mendez (a.k.a. "The Authority").
