What Chambers did not know was that Jean-Paul was thoroughly corrupt. Jean-Paul really answered to Chango Villalobos, head of the drug ring.

When the vigilante Justice (Tensen) appeared on the scene and began investigating the Factory, Jean-Paul's time was up. Justice killed Jean-Paul and many other drug dealers who worked out of the Factory.

Chambers and her partner Hoyt Pittman did not know that Jean-Paul was corrupt. They thought that Justice had killed an innocent police officer. So they arrested Justice for killing Jean-Paul.
