Justice (Tensen) defeated (and killed) numerous members a drug ring based out of the Factory. He took thousands of dollars from them and used the money to pay a taxi driver named Arnie to drive him from New York City to Los Angeles.
Arnie realized something was up, and he secretly tipped off Becky Chambers and Hoyt Pittman, the FBI agents (or police officers?) who were investigating Justice and trying to apprehend him.
