Justice was a super-powered paranormal who became a deadly vigilante, beginning in Justice #1, one of the new comic book series in the "New Universe" imprint. In issue #15 of this series, we learn that Justice was really John Tensen, a narcotics agent working for the U.S. Justice Department.

Tensen had been sent to infiltrate Daedalus Darquill's drug cartel. Tensen's boss in the Justice Department -- the man who sent him on this undercover mission -- was Mr. Hanley.

In Justice #15, Tensen begins to see memories or dreams of his life before the events depicted beginning in Justice #1. It turns out that Justice was not a native of an alien dimension ("Far Place" or "Far Side"). Instead, Daedalus Darquill had used his own paranormal powers to create an alternative reality (perhaps physical, perhaps only mental) and warp Tensen's memories and perceptions.

After Tensen recovered his true memories, he and his colleagues (including Kleenix and Updike) had a few run-ins with Hanley. One source classified Tensen's former boss Hanley as one of Tensen's "enemies." After Justice #15, Tensen returned to working as a federal agent, but he no longer worked for Hanley and for the most part had little to do with his former boss. Hanley was a big part of Tensen's past (prior to the events which began in Justice #1), but he was not a big part of Tensen's future.
