A prison warden whose name was not identified played a minor role in a story that appeared in the New Universe series Justice.

Dennis Foley and his friend Hank robbed a store in Duncanville, Texas. Hank ended up shooting the store owner. (Dennis did not know Hank had a gun.) Both Dennis and Hank were sent to prison for 3 years. This prison was overseen by the aforementioned unnamed warden.

While Foley was in prison, the "White Event" occurred. Dennis was one of the relatively small minority of people who developed paranormal powers as a result. Foley gained the ability to manipulate air molecules. With this ability he could cause winds and form semi-solid constructs in the air (such as a giant fist which he could use to strike people).

Foley was not completely discreet about his ability, and word ended up getting to the warden about it. Foley served his time, but the warden notified the National Security Council that a prisoner who was being released might be a paranormal.

The National Security Council sent Justice to investigate. Justice ended up meeting Foley and getting to know him. Justice felt that Foley was genuinely repentant and no longer posed a threat to society. Justice helped Foley in his return back home to Duncanville. Justice helped convince the townspeople that Foley was no longer their enemy, and that he could actually be an asset to them with his new abilities.

Once Justice returned to N.S.C. headquarters in Washington, D.C., his boss Agent Updike asked him about Foley. Covering for Foley, Justice lied and said that the warden had been wrong, that there was no paranormal in that Texas prison or in Duncanville.
