The paranormal assassin Quill had been hired by Judge Mental to kill Justice. In pursuance of this goal, the man went to an apartment which was directly across from Justice's place of work, the Washington, D.C. headquarters of the National Security Council (N.S.C.). Quill attacked the man who was there -- the renter (or owner) of the apartment. The man put up a fight, but he was no match for Quill. Quill killed him by striking him in his throat.
Quill then set up shop in the dead man's apartment, so he could observe Justice's comings and goings at N.S.C.
