Colonel Vargas was the dictator of the small Caribbean nation San Leandro. Two U.S. military pilots flying a stealth bomber crashed on his island and Vargas kept them captive. The C.I.A. and the U.S. military did not want to admit that its pilots were on the island, so they hired Kickers, Inc. to rescue them, but told them they were civilian pilots.
