Dirk Anger is the director of the anti-terrorist organization known as H.A.T.E. Their name stands for "Highest Anti-Terrorism Effort." H.A.T.E. was bought out by the villainous organization known as SILENT.
Dirk Anger originally organized Nextwave as a the team of super-hero agents for H.A.T.E. But when the members of Nextwave learned about who was now behind H.A.T.E., they went rogue and rebelled against their original sponsoring organization. Dirk Anger was then charged with apprehending or destroying the team he had organized.
