Dr. Frey was the surgeon who was the primary doctor assigned to treat the man who planted a bomb at the Dulles International Airport. That bomb killed Keith Remsen's parents, paralyzed Keith's sister Teddy, and put Keith into a coma.

With his dreamwalking powers, Keith was able to learn the identity of the bomber, who was actually an assassin who had been hired to kill him. Dr. Lucian Ballad, a close friend of Keith's parents, helped Keith by pulling some of the bomber's patient records, so that Keith could further investigate. Keith naturally wanted to know why this man planted the bomb that killed his parents.

Dr. Frey loudly protested to Kate, the hospital director, about the patient records being accessed.

Kate talked to Dr. Ballad, but it turned out she wasn't that concerned about Dr. Frey's complaints. Kate was more concerned about the costs being incurred by the continued treatment of Keith and Teddy Remsen at the hospital.
