After Maisie Leeds was kidnapped in broad daylight by the Green Terror's henchmen, Maisie's best friend Carol Carson and Carol's fiance Ted Barry went to the police to report the kidnapping and ask for help.
The police commissioner called in the Three Xs, a team of adventurer/private detectives. Accompanied by Ted and Carol, the Three Xs tracked the kidnappers to the harbor, but they were captured by the kidnappers and loaded onto the Green Terror's ship.
The Three Xs managed to escape, however. They defeated the Green Terror and his men and rescued Maisie, Carol and Ted.
