After the South African national known as the Green Terror obtained the secret of immortality and founded a criminal empire, he took over a steamship known as the S.S Caribou. The Green Terror put the ship's captain on his payroll and used the ship as a mobile base.

From the S.S Caribou, the Green Terror and his horde of green-uniformed henchmen went into cities on the coast and abducted healthy young men and women. The Green Terror drained the blood from these innocent victims in order to use in the concoction that granted him immortality.

As for the captain? One has to assume he knew what was happening on his ship. He is not a significant character in the story in which the heroic Three Xs confront the Green Terror, but he can be classified as a villain in this story.

It is not yet clear to us whether the captain of the S.S Caribou was actually visually depicted "on-panel," or simply mentioned in passing.
