An Axis consul, whose name was never revealed, led several attempts to steal a powerful new explosive capsule created by Professor Lincoln. The Professor ended up dead as a result, but his son Roy was transformed into the super-hero known as The Human Bomb.
In the end, through the power obtained by Roy Lincoln, the Axis consul was on the receiving end of the explosive power he sought to obtain. The consul was killed in the conclusion of The Human Bomb's first adventure.
