We know that Kwan-Shu is explicitly portrayed as a priest. His role as a priest is the most important aspect of the character.

We have not yet verified that Kwan-Shu was a Taoist priest. We assume that he was a Taoist priest based on the fact that Shang-Chi is a Taoist and Kwan-Shu was Shang-Chi's priest when he was younger.

Kwan-Shu was also a servant of Fu Manchu, who is Shang-Chi's father. It is possible that Kwan-Shu was a priest a religious order built around Fu Manchu which might not properly be regarded as Taoism. But we have not yet read anything that supports such an interpretation.
