In this issue, the serial killer Scourge (who targets and kills costumed super-villains) kicks his campaign of vigilante killing into high gear when the man known as "Jake the Bartender" at the super-villain hangout known only as "The Bar with No Name" reveals himself to be Scourge in disguise. Scourge reveals himself and murders everybody in the place.

Because of the unusually large number of characters featured in this issue, many of whom are seen only in the background and as part of large super-villain crowd scenes, it is beyond the scope of this page to attempt to delineate "featured" versus "cameo" appearances for all of these characters.

Among the villains who are featured most prominently in this issue's plot are Firebrand (Gary Gilbert), Blacklash and Fool Killer (Greg Salinger), and a number of members of the Serpent Society, including Diamondback, Death Adder, and Sidewinder.
