This issue features the first appearance of the super-team known as "Weapon: P.R.I.M.E." (or "Weapon Prime"). Organized by the Canadian government agency Department K, "Weapon: P.R.I.M.E." was a group of super-agents who did whatever the Canadian government (via Dept. K) needed them to do. They could loosely be considered a team of "super-heroes," but they came into conflict with other super-heroes, so they might better be thought of as a team of government agents.

Weapon: P.R.I.M.E. was originally organized to capture Cable and his often-renegade team of mutant super-heroes X-Force. Later, Weapon: P.R.I.M.E. was sent against Canadian super-hero Northstar.

The "P.R.I.M.E." in the team name stands for "PRototype Induced Mutation Echelon."

Most of the members of Weapon: P.R.I.M.E. were previously seen elsewhere, including as members of other teams. A few members were seen for the first time in this issue. It is in this issue that the team itself is seen, although it was hinted at in the previous issue. This issue features the first appearance of Weapon: P.R.I.M.E. team members Tygerstryke and Yeti.

Ultimately, the complete list of known agents of Weapon: P.R.I.M.E. will be: G. W. Bridge, Rictor, Tigerstrike, Weapon X (Garrison Kane), Yeti (a Department K-controlled Wendigo), Grizzly, Double Trouble and Killjoy (also known as "Killspree").
