Summary (from http://milestone.luthor.com/comics_detail.asp?ID=237&):

Static stops a shoplifter at the mall, while searching for a new pair of shoes. Static sees some "kids" picking a guys pocket. Virgil tries to return the stolen jewelry, but catches the thieves in the middle of the act. Virgil runs out after the kids. Static then confronts Virus, a person with the ability to split off into smaller versions. He finds out the Virus is really a disturbed child in need of help. Virus tells of his origin and how his drug-addicted mother taught him to steal. Static takes Virus to a place where he can get some help and then Static does get some new shoes.
