According the information on the official website (http://www.saito-pro.co.jp/golgo/index.htm) for the "Golgo 13" manga serial, the first installment of this series was published in the January 1969 issue of Big Comic. Although the cover date was January 1969, this issue actually went on sale in October 1968.
