This is the first appearance of the super-team known as "Night Shift," organized by the hero Shroud from a group of Los Angeles-area super-villains. Shroud was a hero, but made people believe he was a villain so that he could better infiltrate and work against the criminal underworld. Shroud organized "Night Shift" to use the group to do good, but they were unaware of his true motives.
