This publication is also known as: Aquaman Special #1 (1989); The Legend of Aquaman Special #1 or The Legend of Aquaman #1.
The indicia of this publication identifies its title as Aquaman Special. Based on the cover, however, the title appears to be The Legend of Aquaman. This "Aquaman Special" was published approximately one year after a previous but distinct "Aquaman Special."
The 1988 Aquaman Special does not appear to be closely tied to an ongoing Aquaman series, but this 1989 Aquaman Special is clearly tied to Aquaman volume 3 (the series that began in 1989). This special and the 1989 Aquaman series share the same creative team. Thus, this has been identified as "Aquaman Special (vol. 3) #1.
On the other hand, this 1989 special is the second publication to actually use the title "Aquaman Special." If one were to think of all comics titled "Aquaman Special" as a single "volume, this would be the second issue. But that methodology doesn't work well because this comic is issue #1, not issue #2.
