Ned Ralston was a mutant who had the power to turn into a flying dragon. (Or perhaps he was always a flying dragon.) He was flying high in the air when M-Day struck. Suddenly, most of the world's mutants lost their powers and became regular humans. Ralston lost his powers and died when he fell to Earth.
