The "Comte de Saint Germain" who was sent by Dracula in the Before the Fantastic Four: The Storms limited series was a powerful golem-like creature which may or may not be connected to the original, historic Comte de Saint Germain. The historic figure is certainly referenced in this story.

The legendary Comte de Saint Germain was supposedly immortal and we see no reason to believe that the servant of Dracula in this story is intended to be a distinct character from the historic Count. Perhaps the golem-like creature is mentally controlled by the Count and not his actual physical form. But it still amounts to being the same character.

In Shang-Chi: Master of Kung Fu #s 1 through 6 (2002), St. Germain was seen executing his plot to harness energy described by Nikolai Tesla in order to make a weapon. In the end, however, Leiko Wu unmasked "St. Germain," revealing that the villain was, in fact, Fu Manchu (the "Devil Doctor"). So the "real" St. Germain (or the "real Marvel Universe" St. Germain) was not actually in these Shang-Chi stories. It was simply Fu Manchu masquerading as St. Germain.
