A-14 was the brother of A-12. A.I.M. leader M.O.D.O.K. sent both of them to battle Captain America, even though he knew that just the two of them would be insufficient to the task. After they failed, M.O.D.O.K. ordered that A-14 be killed, and he gave A-12 a choice: to be transformed into a Cyborg, or be killed. A-12 chose to become a Cyborg and continue serving A.I.M.

The biographical profile for "The Cyborg" on the marvel.wikia.com website identifies A-12 and A14 as brothers, but I do not see anything in Captain America (vol. 1) #124 that explicitly identifies these two AIM agents as brothers.
