Maxwell Mordius led an A.I.M. subgroup that kidnapped Iron Man. Their plan was to study him and his armor and use what they learned to create an army of Iron Men. They did indeed create Iron Man duplicates, but the army copies weren't perfect and the men inside the armor were not as experienced as Tony Stark. Thus, the real Iron Man was able to defeat Mordius and his followers.

Maxwell Mordius had a clearly expressed desire to become the top leader of A.I.M. But he never achieved this goal.
