The "Inner Circle" was a criminal organization led by the super-villain Corruptor (Jackson Day). The group recruited people who were in deep financial trouble. The group provided these people with financial help, in exchange for them committing a crime for them.

The super-hero Nova encountered the group and was eventually able to defeat them.

When the Corruptor was defeated by Nova and turned over to authorities, the group was disbanded. The Corruptor eventually resumed his criminal career, but he never re-formed the "Inner Circle."
