The Consortium was seen for the first time in X-Men Forever (vol. 2) #3. In this issue, three Consortium leaders are seen in shadowed silhouettes.

In X-Men Forever (vol. 2) #4, these same three Consortium leaders are seen, once again in shadows, on page 1. Three Consortium agents (wearing uniform body armor) are seen (not shadowed) on page 20. On this page, Storm (not the original Storm, but a clone who has been working for the mysterious group) runs into three Consortium agents. One of the agents exclaims "Storm!"

Storm (the clone) exclaims: "Consortium agent!"

This is the first time that the "Consortium" is identified by name.

One of the agents states: "We've been looking for you."

Storm asks: "Sent to retrieve me?"

The agent responds: "Not quite-- we're here to kill you."

The agent points a gun at Storm.

This scene makes it clear, for the first time, that Storm has been knowingly working for a mysterious organization that has been observing and plotting against the X-Men.
