Summary (from http://milestone.luthor.com/comics_detail.asp?ID=235&):
Virgil gets stuck planning a gig with Commando X. Static foils him again as he stops a bomb meant to blow up city hall. Virgil and Frieda's parents give them a lecture on racism and how racist attitudes are misleading under the guise of politics and justice. Frieda and Virgil have a reconciliation of sorts over their different views. Static faces and defeats Commando X finally. Static has to sneak home as we still see the streets of Dakota littered with racist views.
