Summary (from http://milestone.luthor.com/comics_detail.asp?ID=229&):

Frieda and Virgil talk about Static. Virgil speaks of his origin. In a flashback scene we see that Virgil gets beat up by a bully while first meeting Frieda. Larry makes the bully back off and then advises Virgil to smoke the bully. Virgil decides to get a gun and go to the Big Bang to kill the bully. Virgil can't pull the trigger, but is caught in the tear gas. He gains control over electricity and barely evades being captured by the Indigo Station of S.Y.S.T.E.M. Virgil tells Frieda that Hotstreak is actually the bully that has been taunting him. Virgil decides to face down Hotstreak and beats him up pretty good. Frieda turns down a romantic pass from Virgil and we see someone sent to confront Static.
